The Region is seeking innovative and in-depth Bidder Submissions from qualified firms to collaborate with the Agency to develop all requirements (functional, technical, etc.) for the development of a Request for
Proposal (RFP) document for the supply and implementation of an Enterprise Asset Management (EAM) technology solution. The Agency’s end goal is to have a comprehensive market-ready document aligned to the business capabilities that have been identified for the procurement of a core and a Decision Support System (DSS) for EAM, as defined in the EAM Procurement Strategy attached as Appendix 9.5.

The EAM technology solution must be fully configured and implemented and operational by the spring of 2022.
The Vendor will be required to utilize all information collected to date and align with the Agency’s Technical Standards when developing the requirements for the RFP document.

The Vendor who will be awarded this RFP and provides all required consulting services for the development of the functional and technical requirements for an EAM technology solution RFP will be precluded from participating, either as a Bidder or sub-consultant, in any subsequent procurement(s) for the supply and implementation of the EAM technology solution. Bidders will be required to confirm that they are (1) fully objective, (2) independent of any asset management technology solution software or hardware provider, (3) not an asset management technology solution software or hardware provider, and, without limiting the general intent of the foregoing, (4) not a
partner, affiliate, director, officer, shareholder, board member, investor, joint venturer, employee, employer, or contractor with/of/in any asset management technology solution software or hardware provider.

 NOTE:

Bidders are requested to review of the Form of Agreement for Consulting Services in Appendix 9.2, along with the Document, and submit any concerns regarding the terms contained in the Agreement they may have for the Agency's review and consideration during the bid open period only. Should the Agency elect to make changes pursuant to questions submitted by Bidders, the Agency will issue an addendum containing a revised Form of Agreement prior to the bid closing date. Bidders will not be permitted to include alternate terms and conditions or revisions to the Agency's form in their Bidders Submissions outside of the bidding period.  

This procurement is issued in accordance with the terms of the Comprehensive Economic and Trade Agreement
(CETA), Canadian Free Trade Agreement (CFTA), and other applicable trade agreements.
