The Vendor shall furnish all labor, materials, equipment and incidental services necessary to perform all Work. All construction work shall be in compliance with the accompanying drawings, specifications and other contract documents.

Division of the Work among Vendors, suppliers or vendors is solely the Vendor’s responsibility. Neither the Project Manager/Agency nor Consultant assumes any responsibility to act as an arbiter to establish subcontract terms between sectors or disciplines of work.

For detailed Scope of Work refer to all drawings in conjunction with, specifications and other contract documents.

• Phased replacement of gas-fired Domestic Hot Water (DHW) heaters with a heat pump system with electric backup.
• Phased replacement of perimeter hydronic radiators and gas-fired boiler with fan coil units and a 2-pipe heat pump chilled/hot water system with electric boiler heating backup .
• Installation of risers for hydronic distribution and condensate drain to support new fan coil units.
• Miscellaneous plumbing work including new roof and floor drains.
• Replacement of the utility substation structure with a prefabricated structure to house the new main switchboard.
• New utility transformer installed on a slab-on-grade.
• Asbestos abatement for work related to drywall penetrations (e.g., enclosures for new risers, demolition of old risers, and radiator removal).
• Roof replacement and addition of insulation.
• Installation of a raised platform for roof-mounted heat pumps (for heating, cooling, and DHW).
• Installation of a mechanical room on the new roof platform to house new mechanical and electrical equipment.
• Provision of temporary generator throughout electrical service interruptions.
• Upgrades to electrical distribution to suit the increased load requirements.
• Coordination with Alectra for utility service upgrade.
• Protection/removal of trees and permitting.
• Muti phases construction.
• Miscellaneous tasks including cutting, patching, painting, hoarding, and furnishing of suites to provide tenants with temporary accommodations for in-suite work

PREQUALIFIED GENERAL CONTRACTORS:

The following General Contractors/Bidders have been prequalified for this project in accordance with the most recent Prequalified List from prequalification document 2025-103PQ:

• Bird Infrastructure Ltd.

The Agency will only accept Bidder Submissions in response to this Request for Tender from the prequalified firms stated above. Any Bidder Submissions from Bidders not on the most recent Prequalified List from Document 2025-103PQ, as stated above, shall be deemed non-compliant and not considered for contract award.
