The Region of Peel (herein referred to as the “Agency”) provides Peel residents with a safe and reliable drinking water supply. The Agency is also responsible for ensuring wastewater is efficiently collected and properly treated, and that environmental and long-term fiscal processes are sustainable. The Agency provides services to approximately two (2) million residents and businesses within the Region of Peel, parts of York Region, the City of Toronto, and is Canada’s fourth largest Water and Wastewater (W/WW) Utility. The province introduced Bill 23 “More Homes Built Faster Act” in October 2022 which received Royal Assent November 28, 2022. Bill 23 and the province’s subsequent housing targets have significantly accelerated the demands on housing enabling infrastructure, at rates of almost two and a half (2.5) times that of the previously planned growth for the same period, and five (5) times that of historical growth. Currently, W&WW capital project output averages approximately $500-600 million per year. Over the next 10 years in order to support the new housing targets, the Agency anticipates annual capital spending of \- 1-2B$ which is on average more than twice the historical average of capital output on W/WW infrastructure. In order to deliver this work, the Agency has identified the need to use non-traditional project delivery in order to achieve this level of capital spending. For Linear based works, the Agency’s W/WW Division has identified Program Management as a practical and proven method of achieving the level of capital spending required. The Agency anticipates this solution will assist in not only the ability to be more flexible and agile concerning individual scopes of work, but also that this approach will assist in the resourcing for the delivery of this infrastructure. As such the Agency is seeking experienced Consultant engineering firms with a proven history of W/WW linear capital project delivery, as well as, a successful history of W/WW linear program level delivery. The Agency’s W/WW Division has created the outline of a program, based on geographic boundaries in the City of Brampton in order to address the challenges associated with the accelerated delivery of the W/WW infrastructure necessary to support Provincial targets and Municipal pledges in the City of Brampton. The Queen Street Housing Enabling Infrastructure Program (“HEIP”) will expedite the delivery of W/WW projects of varying types and will include program management services for the area defined within this Document. |
