The Region of Peel (herein referred to as the “Agency”) is seeking to retain a full-service architectural firm to undertake the design and contract administration for the redevelopment of the existing Wilkinson Shelter located at 15 Wilkinson Road in Brampton, Ontario. The existing Wilkinson Shelter is an emergency shelter for homeless adult men with approximately 86 beds. The shelter building is 1-storey, approximately 1,000 m2 (10,800 ft2), originally built in 2001. The building is situated on the Wilkinson Shelter Site (the subject Site), which is rectangular in shape, with approximate area of 0.60 hectares (1.49 acres). The Agency intends to replace the existing Wilkinson Shelter with a new emergency shelter for homeless adult men with up to 200 beds, to better meet the growing need in the community for Low barrier emergency shelter services and programs. The new Wilkinson Shelter will provide inclusive, safe and accessible spaces that will improve mental health and provide substance use support services to clients in a Low Barrier setting and enhance safety and privacy at this site. Low Barrier refers to, within a shelter context, minimal expectations or requirements are expected of people who wish to stay there. The Vendor selected to perform the services will have expertise in leading complex phased development projects and will be required to assemble a consulting team that will provide an all-inclusive consulting service including securing planning approvals, design development, detailed design, securing building permit approvals, preparing construction drawings, specifications and tender packages and construction contract administration services as outlined in the RFP Document. The Vendor’s team will be comprised of team members having multi-disciplinary professional expertise and experience that include, but not be limited to, emergency shelter operations and functional requirements, facilitated consultation and engagement, architectural, planning, mechanical, electrical, structural, civil, environmental, landscape, building code, quantity surveying, cost consulting and construction contract administration, and other consulting services necessary to deliver the scope of work and services effectively and efficiently through to successful project completion. A non-mandatory virtual meeting is scheduled for Tuesday April 15, 2025 starting at 10:30 am through Microsoft Teams. A link to join the meeting is in the Document Section 4, Item 4.3. Attendance will be at the discretion of the Bidder, however, Bidders who choose not to attend will be deemed to have received all of the information made available to attendees. A Bidder’s failure to attend the non-mandatory site visit is at the Bidder’s sole risk and responsibility. |
