The Regional Municipality of Peel (herein referred to as the “Agency”, “Peel Region”, “the Region”) requires consulting services to undertake an update of its 2020-2030 Climate Change Master Plan (herein referred to as the “CCMP”, “the current Plan”) to be completed by September 30, 2025.

The CCMP is comprised of 20 actions and 66 activities, which set forth the direction for how the Agency will lead by example and respond to the climate emergency through the management of Regional assets, infrastructure, and services in a changing climate from 2020-2030. It is a primarily corporate-centric document which focuses on the following outcomes: 

1. Build Capacity: Climate change is considered in all decision making through organization-wide capacity building, planning and accountability.
2. Reduce GHG Emissions: Corporate greenhouse gas emissions are reduced by 45% by 2030 relative to 2010 levels.
3. Be Prepared: A safe, secure, and connected community is provided by ensuring Regional services and assets are more resilient to extreme weather events and future climate conditions.
4. Invest: Innovative and sustainable approaches are used to finance action on climate change.
5. Monitor and Report: Progress on addressing Regionally funded climate change work is consistently reported, available, and widely understood.

The CCMP calls for a scheduled update at the mid-point in the current Plan’s 10-year duration.

CONTRACT
The agreement attached to the Document as Appendix 7.1 will govern the provision of services by the Vendor. Bidder Submissions which are qualified by the Bidder based on terms the Bidder wishes to negotiate, or which contain any other proposed form of agreement, will be disqualified and not considered. 

This procurement is issued in accordance with the terms of the Comprehensive Economic and Trade Agreement (CETA), Canadian Free Trade Agreement (CFTA), and other applicable trade agreements.
