Description:
The Regional Municipality of Peel (“Agency”) requires a Vendor to conduct a functional review and develop a short and long-term staffing and governance plan of the Office of Climate Change and Energy Management (OCCEM) – a division of the Corporate Services Department of the Agency. The following deliverables are required:
Conducting a jurisdictional scan of the top 3 countries on-track to achieve their GHG targets, as well as cities such as Vancouver and New York, to identify an optimal structure of climate teams within their corporation as well as any enabling climate policies at a municipal scale in order for OCCEM to build the needed capacity to meet current and evolving future climate change and energy management requirements of the Agency and other stakeholders;
Identifying the role of a 2-tiered government and opportunities for partnerships with the locals (City of Brampton, City of Mississauga, and Town of Caledon) to support community initiatives, advocacy, knowledge sharing, etc.;
Conducting a full review of OCCEM ensuring appropriate engagement with internal staff and partners across the organization to assess and determine current and future needs of OCCEM, including staffing, governance, networks, resources and knowledge requirements. These must align with the council approved Climate Change Master Plan and any ongoing continuous improvement initiatives[;
Developing a detailed implementation plan which will include: an operational and service-delivery model for OCCEM; including a change management and capacity-building plan , recommended timelines, key milestones, and success measures.
CONTRACT The agreement attached to the Document as Appendix 7.1 will govern the provision of services by the Vendor. Bidder Submissions which are qualified by the Bidder based on terms the Bidder wishes to negotiate, or which contain any other proposed form of agreement, will be disqualified and not considered.
This procurement is issued in accordance with the terms of the Comprehensive Economic and Trade Agreement (CETA), Canadian Free Trade Agreement (CFTA), and other applicable trade agreements.
