Description: 

A general description of the proposed works are as follows:

  1. Alton WTP Decommissioning (51 Station Street, Caledon): Removal of equipment and decommissioning of the Alton Water Treatment Plant (WTP) 1 building as shown on the Contract Drawings and specified herein. 
    1. The intention of this project is to remove all process related equipment with few exceptions then to repair all damage from removals, cleaning, and making the building secure.
    2. Major equipment to be removed include low voltage switchgear, transformers, communication panel, security system, electrical panels, ICP control panels, heaters, pipe, fittings, and accessories.
    3. Refer to Station Drawings document and Peel Decommissioning Plan for more details.
    4. Alton contains some lead paint to be removed.  Details are in the drawings and the Designated Substances Survey (DSS) attached.
    5. Electrical conduits mounted in the ceiling of the station that are to be removed are anchored into ceiling tiles that have been found to contain asbestos.  See the attached DSS for further information. Conduct the removals in such as way that the asbestos exposure does not exceed Type I.
    6. Conduits and wiring from lighting and the lighting fixtures are to remain and be capped in place.  Light panel to be disconnected and removed.
    7. Penetrations to be sealed with fire-rated materials or non-shrink grout once pipes and conduits have been removed.
    8. Replace existing floor grate with new FRP grating to match.
    9. Clean rubbish, construction materials, repair any damage caused inside or outside of the station.
    10. Install lock on main door to secure site once construction is completed.
  2. Centreville Re-Chlorination Station Decommissioning (2 Bartley Drive, Caledon): Removal of equipment and decommissioning of the Centreville Re-Chlorination Station building as shown on the Contract Drawings and specified herein.
    1. The intention of this project is to remove all process related equipment with few exceptions then to repair all damage from removals, cleaning, and making the building secure.
    2. Refer to station Drawings document, North Peel Decommissioning Plan document, and drawings for details of efforts.
    3. Complete decommissioning and removal of pipes, instruments, valves, and associated equipment.
    4. Decommissioning, removal, and disposal of PLC panel, MCC, electrical panels, wiring, and conduits.
    5. Conduits and wiring from lighting and the lighting fixtures are to remain and be capped in place.  Light panel to be disconnected and removed.
    6. Penetrations to be sealed with fire-rated materials or non-shrink grout once pipes and conduits have been removed.
    7. Replace existing floor grate with new FRP grating to match.
    8. Clean rubbish, construction materials, repair any damage caused inside or outside of the station.
    9. Install lock on main door to secure site once construction is completed.
  3. Dixie Road Pumping Station (12299 Dixie Road, Caledon): Removal of equipment and decommissioning of the Dixie Road Booster Pumping Station building as shown on the Contract Drawings and specified herein.
    1. The intention of this project is to remove all process related equipment with few exceptions then to repair all damage from removals, cleaning, and making the building secure.
    2. Refer to station Drawings document, North Peel Decommissioning Plan document, and Contract Drawings for details of efforts.
    3. Complete decommissioning, removal, and disposal of pipes, pumps, motors, instruments, valves, four (4) pressure thanks, and associated equipment.
    4. Decommissioning, removal, and disposal of PLC panel, MCC, wiring, and conduits.
    5. Conduits and wiring from lighting and the lighting fixtures are to remain and be capped in place.  Light panel to be disconnected and removed.
    6. Completely decommission and dispose of 150kW Generator, generator pad, batteries, mechanical supports, silencer, exhaust piping, and exhaust insulation.
    7. Penetrations to be sealed with fire-rated materials or non-shrink grout once pipes and conduits have been removed.
    8. Clean rubbish, construction materials, repair any damage caused inside or outside of the station.
    9. Installation and Testing of new Electrical Disconnect connected to Utility Meter. Refer to the Contract Drawings for details.
    10. Install lock on main door to secure site once construction is completed.
  4. Restoration and finishing of floors and walls to match the existing grade and materials at the three sites (Alton WTP 1, Centreville Re-Chlorination Station, and Dixie Road Booster Pumping Station) as shown on the Contract Drawings and specified herein.
  5. Supervise, organize, coordinate and direct construction operations of sub-vendors and suppliers.
  6. Ensure that all sub-vendors and suppliers are familiar with the codes, by-laws, the Specifications and other regulations governing the Work.
  7. Coordinate all testing and commissioning of the work with the Agency’s staff and the Engineer.
  8. Coordinate and carry out all quality control requirements specified herein and assist the Agency and the Engineer in performing quality assurance procedures.
  9. Each section of the specifications is not necessarily complete in itself. The Vendor shall read each section in conjunction with all other sections of the Contract Documents. The Vendor shall also ensure that all sub-vendors read the relevant documents and comply with all requirements.
  10. Site safety and security for the full duration of this Contract

This procurement is issued in accordance with the terms of the Comprehensive Economic and Trade Agreement
(CETA), Canadian Free Trade Agreement (CFTA), and other applicable trade agreements.
