Updated Vendor Code of Conduct
Peel Region has updated its Vendor Code of Conduct, effective May 1, 2025. The updated code sets clear performance standards for all vendors, their employees and subcontractors.
Key updates
- Upholding workers' rights: Ensures compliance with the core labour conventions and standards of the International Labour Organization.
- Strategic alignment outcomes: Reinforces Peel Region’s values in Health and Safety, Environmental Responsibility, and Diversity and Inclusion.
- Clearer guidance: Provides updated expectations for vendors to comply with while operating at regional workplaces.
These updates strengthen our partnerships and reflect Peel’s values and commitment in how we procure goods and services from local to global supply chains.

Health and Safety Requirement for Construction Contractors in Peel Region
Peel Region has begun implementing requirements that construction contractors possess an Occupational Health and Safety Management System (OHSMS) to be eligible for the award of select contracts. These requirements are being introduced in three phases based on the value of the construction project:
Phase 1: Implemented on March 3, 2025, for projects over $10 million. Contractors must be certified with an OHSMS.
Phase 2: Starting May 1, 2025, for projects between $2.5 million and $10 million. Contractors must have either OHSMS registration or certification.
Phase 3: Starting May 1, 2027, for projects between $2.5 million and $10 million. Contractors must have OHSMS certification.
Contractors must have either Certification of Recognition (CORTM) from the Infrastructure Health & Safety Association (IHSA) or ISO 45001:2018 International Standard for Occupational Health and Safety Management Systems from an accreditation body recognized by the International Accreditation Forum (IAF) as valid OHSMS standards as a condition of contract award. Contractors with a CORTM certification issued in a jurisdiction other than Ontario must also submit a Letter of Reciprocity from the IHSA along with the CORTM certification.
Peel Region’s procurement documents and Peel’s bidding system will clearly indicate OHSMS requirements for submission and conditions for contract award, where applicable.

This site allows vendors to easily access open bid opportunities posted by the Peel Region. To access bid opportunities and download documents, vendors need to have a bidding system vendor account. For step-by-step instructions on how to create an account please refer to the Vendor Guide.
When opening an account, vendors will select commodity codes for goods and services and construction. Peel’s bidding system will notify vendors by email of bid opportunities matching their commodity code selection.
Peel Region's only form of security is digital bonds. Contact your surety provider in advance to arrange for the preparation of your digital bond as this process can take several weeks.
Peel Region employees are not permitted to seek or accept any gifts, entertainment, payments, fees, services, valuable privileges, or other favours from any vendors, individuals or businesses that have any dealings with Peel. This includes lunches, dinners and parties during holiday periods or otherwise. We would ask that you refrain from making any such offerings to Peel Region staff as they will be declined and any gifts will be returned where possible.
If, for any reason, we are unable to return a gift received during the holiday period, we will donate it to the Holiday Gift Initiative organized by the Peel Region’s Human Services Department. These gifts will be distributed by the Peel Region’s Ontario Works division to families in need within Peel Region.
